This article is quite interesting, but the problem is about to verify sources. As born and living in Swiss, I'm not sure to be objective enough to "judge" the case. But as an information specialist, I would think that the best strategy to avoid some "bad country" to use too efficient encryption tools, will be to attack the reputation of the companies providing thos tools in a way to create the "beleive" that the products are unsafe.

It is just to raise an other hypotesis. Like I said I'm not able to check out all the sources of the article, so I will take it as "possible true", but not as the only true.
